Getting appointments in busy cities
- Check online booking portals early in the morning (often 7:00–8:00) and at midday, when cancellations are released.
- Check other offices in the same city — for registration, any Bürgeramt in the city works.
- Some services can now be done online with the Online-Ausweis (Chapter 43): address change, residents' parking, certificate of good conduct, some permit applications.
- If there's no appointment before a legal deadline (e.g. Anmeldung within 2 weeks), keep screenshots of your booking attempts — this usually prevents fines.
Understanding a Bescheid (official decision)
A Bescheid is a legally binding decision. It typically has four parts: 1. Header: authority, your case number, date 2. Tenor: the decision itself ("Ihr Antrag wird abgelehnt", "Sie haben … € zu zahlen") 3. Begründung: the reasons 4. Rechtsbehelfsbelehrung: how to challenge it and the deadline — read this first
Deadlines (Fristen)
- A letter sent by post counts as received on the 4th day after posting (rule since 2025; previously 3 days). If that day is a weekend or holiday, it moves to the next working day.
- Objection deadline: usually 1 month after receipt (Widerspruch for administrative decisions; Einspruch for tax assessments).
- Fines (Bußgeldbescheid) and court payment orders (Mahnbescheid): 2 weeks.
- If the Rechtsbehelfsbelehrung is missing or wrong, the deadline extends to 1 year.
- Missed a deadline through no fault of yours (hospital stay, letter lost)? Request reinstatement (Wiedereinsetzung in den vorigen Stand) within 2 weeks after the obstacle ends.
Filling in forms
- Write names exactly as in your passport (including all middle names). Note any spelling differences across documents in a cover letter.
- "Entfällt" or "—" for fields that don't apply; never leave required fields blank.
- Attach copies, not originals, unless originals are explicitly requested.
- Sign and date everything — an unsigned form doesn't count as submitted.
